TV inventory sharing assignments allow you to send a percentage of ad requests for entire streams, or volume of opportunities or impressions, to a partner ad server based on a tag specified in the assignment.
Create a new assignment
- Sign in to Google Ad Manager.
- Click Video, then Partners.

Create a new or use an existing partner.
New- Click New partner.
- Enter the name.
- Under "Additional settings", optionally include partner contact information.
- Click Add partner assignment
- Click to open the existing partner.
- Click New partner assignment.
- Choose TV inventory sharing as the "Assignment type".

Name the assignment and set the status.
The status of a newly created assignment defaults to "Active". If you're not sure which assignment you want to add or how to configure one, you can set the status to Inactive. When you're confident that the assignment is properly configured, change the status back to Active. - Configure the start and end times, for when ad requests will be shared.

Select the share terms, or the percentage of ad requests to share. You can redirect percentages of any of the following to the partner specified in this assignment:
- Streams: All ads, across all pods, in entire streams are shared with the partner.
- Video pods: All ads in entire pods are shared with the partner.
- Opportunities: Individual ads are shared with the partner, based on ad requests.
- Impressions: Individual ads are shared with the partner, based on actual impressions received.

Choose the partner ad server type that will serve ads to the inventory shared based on this partner assignment. If you choose Google Ad Manager as the ad server type, you must add the network code for the partner, and select any request parameters to pass.
You can choose to share PPID, first-party cookies, device IDs, custom keys, and content IDs with the partner. Learn more about how to share custom keys and content IDs.
(Beta) In addition to Google Ad Manager, inventory sharing is also available with third-party ad servers. Currently, inventory sharing in GDPR regions is only available for FreeWheel, with support for other partners following soon. -
Add targeting settings.
- The targeting settings reflect the inventory that will be shared with your partner: either ad units or key-values that identify the videos to share.
- The available targeting settings are similar to line item targeting criteria.
- You can optionally add a targeting preset if one exists with your desired targeting criteria.
- Click Save.
Privacy compliance with US state privacy laws and GDPR
Ad Manager inventory sharing is now available to be used in regions where compliance with the US state privacy laws and the European Union's General Data Protection Regulation (GDPR) applies.
For inventory sharing that requires compliance with GDPR, integration with TCF v2.0 is required, by sending the TCF string in the parameters defined in the TCF spec.
Sharing inventory when FreeWheel is the partner ad server
For Ad Manager to FreeWheel inventory sharing, upon successful integration with the required privacy framework (see the TCF requirements), the parameters for GDPR are automatically set.
Previously, inventory sharing in regions where GDPR applied was unavailable.
Sharing inventory when Ad Manager is the partner ad server
For requests where US state privacy laws apply, eligible bidders are determined by the list of active ad partners of the originating publisher. Click Delivery, then Bidders to see the list.
To configure the ad partner list:
- Sign in to Google Ad Manager.
- Click Privacy & messaging, then US state regulations, then Settings.
- Click in "Review your ad partners", then Use active ad partners.
For requests where GDPR applies, eligible bidders are determined by the list of active ad partners of the originating publisher. Click Delivery, then Bidders to see the list.
Ad Manager ensures that all GDPR signals collected by the originating publisher also apply to the ad processing for the receiving publisher. This includes NPA signals, the TCFv2 string, and the various GDPR controls configured by the originating publisher.

- Sign in to Google Ad Manager.
- Click Privacy & messaging, then GDPR, then Settings.
